Can I set the top-right swipe so that, if I put the Home button at the top, the new top-right swipe will still bring up the Control Center?

Can I set the top-right swipe so that, if I put the Home button at the top, the new top-right swipe will still bring up the Control Center? I don't like to have the Home button at the bottom when I am charging and using at the same time.

The downward-swipe from the top-right corner of the iPad screen, to summon the Control Centre, should always be available regardless of the physical screen orientation. No configuration is required - nor are settings available.

Top-right is always top-right - regardless of whether the iPad is being used in Portrait or Landscape orientation.
