What does the system settings pop up with "done" mean? I keep getting that when I try to open applications I just migrated from my MacBook Air to a new MacBook Pro. I even tried reinstalling several apps and still got the pop-up.

Is this ongoing or after you open the application once it no longer presents...?
What exact Applications are these you are reinstalling? Need something to go on here.
In general —Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus/VPN
all known to cause issues on the macOS
