how can I get the full Apple Pay card number to pay a bill ?

Unfortunately you cannot get the number of Apple Pay Cash except the last 4 digits. However if you have the Apple credit card, you can view the number in the wallet app. For more info:How to find the card numbers associated with your Apple Card - Apple Support.
