How can I get back into my Mac Desktop after it failed to reboot after installing Apples's latest 16 IOS UPDATE?
I'm not certain the IOS I'm using but the installation was version 16???

Fwiw, you aren't using iOS anything on your Mac. iOS is strictly for iPads and iPhones.
macOS is the system for the Mac computer, and the newest version of that is macOS 13 Ventura.
I suggest you reboot in Recovery, find Disk Utility and run the First Aid routine on the internal drive.
Do NOT erase, format or otherwise alter the drive, simply run First Aid on the device and the indented volumes listed below it. You'll need to be sure to click in the menu bar View > Show All Devices before you can run First Aid.

Clearly, your Mac is unable to see the HD's operating system. It most likely got corrupted during the download and may need to be reinstalled. I suggest not using Wi-Fi for these very large downloads. They are very large and failure often occurs. Instead, if possible, use a wired Ethernet connection and all should go well.
Thank you for clarifying the macOS and IOS differences. My Mac was updating Catalina when issues evolved. I did run First Aide and 3 external HD’s along with Mac HD all passed. Apparently the update is corrupted. Apple online help recommended trying recovery one more time without losing my data. If that fails then a full restoration is recommended. If that fails then apparently it would be hardware failure. My first experience with Mac issues. My sons convinced me Mac’s don’t have issues! 😂

It sounds like you're on the right track.
If you're using wi-fi to download the upgrade, you might consider connecting you Mac directly to your router with an ethernet cable to avoid the potential for wi-fi issues.
