My WhatsApp and Snapchat aren’t notifying me of new messages but other apps are working fine and I’ve tried all troubleshooting steps including resetting my phone and updating my iOS version but it’s all to no avail.

Have you enabled Scheduled Summary?
Settings > Notifications > [Select the App that you are having trouble receiving immediate notifications]
