Hey LARZC,

The first thing that comes to mind is Screen Time. Do you have Screen Time enabled on your iPhone? If so, check the following: Settings > Screen Time > Content & Privacy Restrictions > Account Changes. This should be set to 'Allow'.

For the cellular data issue, do you have any updates from your carrier pending? This support article explains how to check: Manually update your carrier settings on your iPhone or iPad - Apple Support
