Could be any one of several different reasons ...
... likely no one here could just guess correctly, and as Apple users, like yourself, we have no access to your accounts or details..
Maybe Apple support's online article below can help:
What to do:
If your payment method is declined in the App Store or iTunes Store
or
or
If you have disputed a charge from Apple, you may need to ask your card-provider to allow payments to Apple again.
__________________________________________________________
Else:
if needed, add a new card first, to allow you to delete the old card.

How to delete an Apple ID payment method:
Remove a payment method from your Apple ID - Apple Support
