13.3.1 keeps freezing internet access for several apps

Since upgrading to 13.3.1, the following happens several times a day (sometimes more than once per hour):

-Many apps can’t connect to the internet, including Safari, TV, and Chrome.

-Firefox, however, can connect to the internet. 

-When I open a message in Mail, even one that’s stored locally, the message appears blank. 

-I can’t close Mail messages. 

-I can’t open the Trash in Finder (I get the spinning pinwheel cursor).

-Other oddities.


Usually it resolves itself after a few minutes. 

I have restarted many times and it still happens.

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.4 I would start there
