Rebuild desktop is a term that was used prior to OS X and would repair some disk problems as well as linking generic file icons. It has not been on option since then. You can boot into Safe Mode to do some disk and permission repairs.

Start up your Mac in safe mode - Apple Support

Maybe describe what problems you are have to provide a more up to date solution.
