We know how handy it is having all of your contacts syncing with one single account instead of multiple. Ultimately, it is up to you to decide which account a new contact belongs to when you are creating it. If those contacts were created and associated with a different account, you would need to re-create them in iCloud in order to get them all associated with your iCloud account. The easiest way to do this is going to be by exporting the contacts you have in your Gmail account and then importing those contacts into your iCloud account. This method will require a Mac.
Here is how you can export your Gmail contacts: Export, back up, or restore contacts - Google Support
After that, you can follow these steps to import them into Contacts on a Mac: Import contacts into Contacts on Mac - Apple Support
If you don't have access to a Mac, you can add those contacts manually by following the steps here: Add and use contact information on iPhone - Apple Support. Just be sure that you are adding your contacts to your iCloud account so that they won't show up under another account going forward.
