Can you ask and answer a question at the same time?
I was moving apps around and as a result my settings app disappeared. I searched in the App Library and nearby folders and it was GONE! So... I turned off the phone and when I turned it back on it was there! 16.4.1(a) iPhone 13 mini. Maybe this could help someone else.
