iPhone storage full and unable to delete photos

My iphone 11pro's storage is full (511.3 of 512GB). When I go to the storage settings to free things up, every time I delete a photo or video, they simply reappear after several seconds. How do I delete these old videos to free up space?

iPhone Photos re-appear after deleting I’m nearly out of storage on my iPhone 11 w/latest iOS update (63.7gb out of 64gb used) so I’m trying to delete media. Within just about a second of deleting, for example, a photo or video, it immediately reappears/repopulates in the Photos library. No storage space is ever released. How do I fix this? How do I free up space on iPad and delete photos? I have an iPad Pro 10th generation with 64GB of storage space, I have used 63.8GB of that, so I’m extremely low. My photos app is at 6.5 GB due to 35000 pictures and videos. I’m trying to delete the vast majority of them to free up a lot of space, but it tells me that I’m low on space and cannot delete them.
