Troubleshooting Cellular Issue:

A. Updates and Restore Causing this:

Did you just install an update or restore your iPhone? If so, refer to this link: If you see an Error when you Update or Restore your iPhone, iPad, or iPod - Apple Support

B. Disable Airplane Mode:

I can see on the top-right corner of your screen is enabled. So, disable it (If permitted), and se what happens.

C. Contact your Carrier:

Having issues with Cellular, contact your Carrier, asking them to configure this to the correct settings. They configure all of this in the SIM card.
