The audible volume of the keyboard click can be controlled from iPad settings:
Settings > Sounds > [Ringer & Alerts] - slide the slider to the right to increade the volume of system sounds
You should note that this adjustment affects all system sounds - including alarms, alerts and notifications. Many users find that reliably settings the volume level of system sounds to be easier if you also set the associated Set with Buttons setting to OFF.
Perhaps you have an iPad Pro with FaceID? If so, there is another feature that influences the audible volume level of system sounds - this being the Attention Aware feature:
Settings > Accessibility > FaceID & Attention > Attention Aware Features
When set to ON, this feature significantly reduces the volume of alerts, alarms and notifications while the iPad recognises that you are looking at the screen. Unfortunately, while this feature does exactly as intended, it appears to overly suppress the audio level (being too quiet to hear) - and sometimes suppresses alerts and alarms when the iPad is not being actively used (i.e., it has a bug).
If Attention Aware Features are enable, try setting this to OFF, then force-restart your iPad - test audibility of your alarms and alerts.
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:

Creative imagination is a wonderful thing!
Apple Support's online article (link below) may help:
Set an alarm on iPad – Apple Support
Eg: says:
(When setting an alarm)
"Sound: Choose a song or a ringtone"
If needed:
You can check out more ringtones (eg: available in iTunes) and add them to iPad's available ringtones
or
Record your own wake-up sound / noisy song / shout-out / siren / to use
(Eg: Create in Garageband to "share" (export) as a ringtone.) 🛎 🎶 🎺 📣

Share songs with GarageBand for iPad – Apple Support
Eg: Scroll to: "Share a Garageband Song as a Ringtone" says
"In the My Songs browser, tap the Select button, tap the song you want to share, tap Share, then tap Ringtone.
The Export Ringtone panel opens, showing the name for the ringtone. By default, the ringtone uses the same name as the song.
The maximum length for exported ringtones is 30 seconds"
