Has this been happening for a while, at specific merchants?
In my experience as an Apple Card account owner and heavy user of Apple Pay, the issues are more on the merchant end of things. The transaction terminal is having issues, network issues etc.
Does the transaction show as a decline in your Apple Card in your Wallet app on your iPhone?
