You can use the iPhone’s personal hotspot as a Wi-Fi source for an Apple TV. You should check with your carrier for any limits or extra charges for using the personal hotspot→iOS: Understanding Personal Hotspot

On your iPhone turn on Settings/Cellular/Personal Hotspot/Allow Others to Join, and note the password (Or tap on it and change it to something easier to remember). On your Apple TV go to the Settings app, then click on Network, then tap on the name of your phone and enter the password.

Be aware that an unlimited cellular package may not be unlimited for personal hotspot use. For example, my unlimited 5G account has a limit of 40 GB/month just for personal hotspot. After 40 GB it is still unlimited, but throttled to speeds to slow for streaming to a TV.
