On your iPhone turn on Settings/Cellular/Personal Hotspot/Allow Others to Join, and note the password (Or tap on it and change it to something easier to remember). On your Apple TV go to the Settings app, then click on Network, then tap on the name of your phone and enter the password.
Be aware that an unlimited cellular package may not be unlimited for personal hotspot use. For example, my unlimited 5G account has a limit of 40 GB/month just for personal hotspot. After 40 GB it is still unlimited, but throttled to speeds to slow for streaming to a TV.
Thank you for engaging. I have an unlimited pkg for cellular so not an issue in that way. My real problem is setting up the Apple TV ie using the cellular network as a wi fi connection if possible
