What Apple Watch do you own? I see you have an iPhone 7. If your Apple Watch is brand new from Apple or a watch, which has been updated to WatchOS 9, it can't pair with an iPhone 7 as any new watch from Apple or any watch, which is already running WatchOS 9, requires an iPhone which can run iOS 16, which an iPhone 7 is not capable of running.
