How do I enable my new iPhone SE for texting through my car while driving

Depends on the car. If you can activate Siri by pressing a button on your steering wheel, then you will be able to send a text message that way. Also make sure that the Driving Focus on your phone is set to allow it.

In the car I cannot read new messages with the phone locked I can send messages fine, but for read new messages Siri tells me to unlock the phone. Not good. This is not with CarPlay but just paired to the car.
