Apple would never put a scam on their site. So, for financial assistance, you need to contact iTunes - Official Apple Support. They'll see what is going on, and will run you through the fix. This is a User-to-User support forum. No one here has access to your account information, and that it a good thing, BTW. Consider performing a screensharing session with the Apple Rep, so they can see this firsthand, from YOUR perspective.
