Installed 16.4.1 iPhone photos jumbled up

Enable iCloud Photos on your iPhone:

Is iCloud Photos enabled? If not, then update these photos to iCloud. See if they then sort accordingly. If so, then log out of iCloud and then log back in.

1. Go to: Settings
2. Tap: Your Name (Top Item)
3. Tap: iCloud
4. Tap: Photos (so that it is green)

i just had the same issue, fixed it by applying filter in photo app. Filter it by whatever and then cancel the filter it should fix your issue.
