Hi, thanks for reaching out!
First, make sure that you have a Mac or a Windows PC with iTunes installed. Also make sure to sign in wit your Apple ID to iTunes In case you didn't. Then, when you are in this recovery screen connect your iPhone with your Mac or Windows PC. In MacOS the finder should open and from there you can select your phone and then select to recover it. On a Windows PC open iTunes and you should be able to find your iPhone in the sidebar, same as the finder on the Mac. Here again, select the iPhone and then select recover iPhone. That will download the latest version of iOS and after it has downloaded it will be installed to your iPhone. If your iPhone turns off again after around 20 Minutes then you can put it in recovery mode again and iOS should be installed right away, since on iTunes on Windows after downloading iOS it should keep it for some time. Hope that helps and feel free to ask further questions.
