It can be upgrade to High Sierra 10.13.6 but no later.

Also, since the latest version of Safari that can be run with High Sierra is Safari 13.1.2, for security reasons it would be better to run a 3rd party browser that supports running their latest version with High Sierra. Two possibilities are Chrome and FireFox.
