Clicking app opens quick action menu.

This question has been asked a few other places (like here and here). Randomly, maybe 4 times a week, I'll return to my home screen only to find that every time I try to open an app, it pulls up the quick action menu instead of opening the app.

Community Specialists have advised people to adjust their touch accommodation settings, but that isn't the problem, because the touch is perfectly fine most of the time. The other advice was to just "restart the ipad," but it's tedious having to restart my less-than-one-year-old ipad multiple times a week. Is there anything that can be done to stop this? Or is it a bug that apple just has to fix?
