I am saving Secure Notes under iCloud Keychain Access and have ensured that my iCloud syncs my Keychain, but when I look my iPhone (which also has iCloud sync enabled for Keychain), I can only see passwords, not Secure Notes. Does anyone know how to make it work?
My concern is that if I lose access to my laptop I'll lose access entirely to my Secure Notes which poses a security issue.

Sounds good, I'll just use the Notes app and lock the note. It seems like using the iCloud Keychain Access Secure Notes feature does not manage to sync across platforms and may only be saved locally.

These posters are talking about the Notes app, you are talking about the Secure Notes features of Keychain.

So they haven't answered your question. I don't know how to do it either, I don't think it's possible.
Great. Be certain Settings > [your Apple ID] > iCloud > Notes is “on” on your iPhone, and housing Notes in iCloud is set up on your Mac.

I'm inclined to agree. Making a locked Notes page is a good enough alternative solution for my purposes, since this does sync across devices.
Secure notes are accessed using the Notes app.
