Device listing on Find My vs iCloud

Hello - I have a question. I left my old phone at someone's house months ago. At the time I left the phone, it was connected to iCloud and signed in with my appleID. My old phone was fully functioning via wifi. It did not have an active SIM card with a carrier. In the months that have followed, I have changed my appleID password a number of times, and do always selection the option to log out of every device.

My old phone is locked via a passcode, but the passcode is known by the person who has the phone, so doing a remote lock does not serve a purpose since the passcode is known.

Today this old phone shows on device listing in Find My app. I can see the location, battery life, etc. My old phone does not show up in devices under iCloud or settings on my current iPhone or in appleID website.

Two questions

what does it mean when a phone device shows in Find My (actively updates location, battery can be seen, etc) but does not show up on devices for iCloud, settings on phone?

For apple data (messages, iCloud email, apple specific apps), does this person have access to the data or is anything updated on the phone subsequent to the appleID password change? Can my old phone still get iMessages, photos, etc that synch to iCloud.

Assume all settings on the phone are the most liberal as it relates to location sharing, iCloud access etc

The person has complete access to your credentials, by your post. So, secure you info...

Secure your Info:

If concerned for device access, then (A)verify your devices, (B)secure your account, and then (C), open a new eMail address and use that for your Apple ID.

A. Verify your Devices:

Verify that all devices are logged in to your account, by using this link: Check your Apple ID Device List to See where you're Signed in - Apple Support

then...

B. Modify your Credentials:

Having been stollen, someone lily has your credentials. So, by all means, modifying them.

Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
Associate: a different method of payment to your account
Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

Then...

(A). Changing the e-mail Account:

Open an eMAil address, and change your Apple ID to that one: Change your Apple ID - Apple Support

A. Lock with Find My:

So, was Find My enabled for these through a device? If so, lock the device... Go Here: Keep track of personal items using Find My - Apple Support

B. Deauthorize All Option:

Try Deauthorize All. You can only Deauthorize All items once every 365 days. So, you may have to wait up to a year before you can perform this. Go Here: Authorize or Deauthorize your Computer for iTunes Store purchases - Apple Support

Thank you for the prompt response.

I can confirm that my old phone does not show up as a device in settings on either my Macbook or my iPhone, and does not show as a device on iCloud.com or appleid website. The only place the old phone shows as a device is Find My. I can confirm I have changed the password and selected log out of all devices option, and reentered the password on devices in my possession.

I just don't understand what that means, and what data they may or may not have access to on may old phone, if any (understood they would have data up until when I changed the password for the first time). I have two factor log in, my devices in iCloud listing (and phone and Mac and appleUD) are trusted are all in my possession, just my old phone still shows in find my, and only shows uo in Find My as a device, nowhere else.

I am actually ok with that for matters related to my situation, but I don't know if they can still get data via the cloud or iMessage etc. I would wipe the phone but reasons as to why I have not.
