Can I voice over a video on my iphone without any costs?
I have videos taken on my iphone but I am wanting to voice over these with some information. What is the easiest and cheapest way to do this?

While there's not a way to do this with what's built-in to an iPhone, there may be an app that would do what you're asking. Apple offers iMovie for free:
