my Instagram has been hacked and they changed my email and phone number and they put up a firewall, can I still get through it ?

How can I stop a hacker from reusing my phone number and accessing my accounts? My I cloud was hacked. I’m assuming it started with Fb. Then all the other meta data. The most damage was done due to the hacker somehow sharing my phone number and making themselves admin to my accounts. Making a WhatsApp account with my phone number and has since done this with every new number. I can’t stop it. Meta doesn’t care. My question is why doesn’t Apple take some responsibility in correcting this as we down load the FBs and what’s app accounts through there App. It’s illegal to start a WhatsApp under your account. It also helped the hacker break into my I cloud account. I seriously can’t take much more nor can I financially afford it. A new phone, telco, number, Apple account etc and the hacker had no trouble doing it all again. Help [Re-Titled by Moderator]

That is something you'll need to work out with instagram support, not an Apple or iphone issue.
