I reset my iPhone and wiped out my pictures,how can I get them back down from the cloud?

If you had iCloud Photos turned on, turn it on again and they will automatically sync. If you're not sure that your photos are in iCloud Photos, log into www.icloud.com and go to the Photos app there. Those are iCloud Photos. Also see: Set up and use iCloud Photos - Apple Support
If your photos aren't in iCloud Photos, but you have a backup to iCloud or to a computer, you can use the backup to restore to the phone. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
