I transferred my account from iPhone 8 to iPhone 14. Cannot access my saved passwords. Turned on keychain, created passcode, restarted phone. No passwords! I get message that passwords are lovkefpasswords are locked!

Troubleshooting Keychain:
A. Did you Use Quick Start?:
Quick Start is what to use when transferring to a new iPhone. All would be transferred suing that. Go here: Use Quick Start to Transfer Data to a new iPhone or iPad - Apple Support
B. Verify Keychain on Another Device:
Verify that these are still in Keychain. Using another device, enable Keychain on it, and see if they are seen. If not, then they were never added to keychain.
C. Go Here: How to Find Saved Passwords on your iPhone - Apple Support
D If you Can't Access Keychain:
Look somewhere else you may have kept a record of these in.
