itunes balance of $25.00 ???
My itunes screen shows $25.00 in the upper right corner, but if this is a (gift card?) balance, I can't seem to use it. How do I go about using the balance? I'm using iTunes for Windows PC, BTW.

Yes, that seems strange. Except for certain purchases (stated in the document linked by Limnos), the balance should be applied before hitting the credit card. Details are in here: How apps, content, and subscriptions from Apple are billed - Apple Support . If it is not working as expected, you may want to reach out to Apple Support.

You need to access the iTunes Store, which is where you can browse and purchase music. Follow the steps in the PC section in here: Buy music from the iTunes Store - Apple Support
I'll admit I have no idea what you are seeing since I am using a Mac. If it is account balance, this document outlines what you can buy with your Apple ID [Apple Account] balance --> What you can buy with your Apple Gift Card or Apple Account balance - Apple Support
Here is a screen cap of the part of the screen that shows the $25.00. I'm just trying to buy some songs so I'm sure it would work for that, I just don't know how to do it.
I use the itunes store regularly to buy music, it just gets charged to my credit card instead of being deducted from the balance. That's the issue.
