You cannot with an iPhone 8 Plus. Backing up your iPhone to iCloud with Cellular Data requires a 5G connection. 5G connections are not possible with the iPhone 8 Plus. You will need an iPhone 12 or a newer model with 5G service to use cellular data for backing up to iCloud purposes.
