iPhone memory won't free up after uploading photos to icloud

Hello. I have about 220 GB of photos on my iPhone, I bought iCloud for 200 GB and turned on the upload of all photos with the iPhone space optimization feature. That is, heavy originals should be uploaded to iCloud and only copies of these photos with a small weight should remain on the iPhone, and thus the memory on the iPhone should be freed up. But that doesn't happen.

I uploaded 5,000 files for a week and now the download is over, but the photos both occupied 220 GB on the iPhone and take 220 GB, as if the originals remained, and not copies with a small weight, as it should be.
