The answer provided is just a link to the article I made a question on. This is out of date procedures. Like I stated originally in my question, my iPad DOES NOT have the Forgot Passcode? option on the screen, like the article states in step 3.
If you have forgotten the ScreenTime passcode, one of the two procedures outlined within this link should resolve the problem:

If your iPad is capable of supporting iPadOS 13.x or later, you should update to the most current version before attempting to resolve a forgotten ScreenTime passcode. The most recent iPadOS updates have introduced a new mechanism whereby a forgotten ScreenTime passcode can be reset without wiping the iPad.
To reset a forgotten ScreenTime passcode on older versions of iOS/iPadOS, the iPad must be reset “as new”, losing all locally stored data. In this situation, you’ll not be able to restore your data from an iCloud or iTunes backup - as the forgotten passcode is integral to the backup.

Presumably your iPad is running a recent version of iPadOS. You can reset the forgotten ScreenTime Passcode from iPad settings:
Settings > ScreenTime > Change ScreenTime Passcode > Change ScreenTime Passcode > Forgot Passcode

Yes, I am running the most up to date iOS. When I follow that path, the screen that I am brought to has Change Passcode at the top, a click to Cancel, a prompt that says Enter Old Screen Time Passcode, four blank circles, a red notice bar that says 11 Failed Passcode Attempts, and a number pad. There is nothing that says Forgot Passcode.
As described, you may have an older iPad that has been updated over time from iOS12.x or earlier. If the ScreenTime Passcode was set prior to iPadOS13, the Forgot Passcode option will not be available. If the Passcode is initially set (or reset) after the facility was introduced, you’ll see the option.
As is, the ScreenTime Passcode cannot be not-destructively reset - but instead the only way to clear the unknown Passcode you must fully reset the iPad. You’ll not be able to restore from an iCloud or iTunes backup - as the backup will also restore the unknown ScreenTime/Restrictions Passcode.
To reset your iPad:
Settings > General > Transfer or Reset iPad > Erase All Content & Settings
Obviously erasing everything is not desirable, what can be done to restore things like notes, photos, apps, and messages?
Ensure that anything you wish to keep has been copied to iCloud or other storage.
