If you're having trouble with not receiving messages as expected, the steps in here may help: If you can't send or receive messages on your iPhone or iPad - Apple Support
If those don't seem to do the trick, could you please confirm if this is happening with iMessages (blue), SMS messages (green), or both?
Also, what do you see when someone sends you a photo? Is there any error message?
This info can help narrow down what may be happening and what options you have.
