Does anyone follow through with these terms when using Apple Community?
specifically reporting security breach?

This is a user to user support.
You would not report a security breach here.
From the screenshot, it appears the owner of the account is fully responsible for securing their account and reporting it to Apple.
Again, Apple is not here-this is a user to user support forum.

This is a screen shot of just some of the terms and conditions from using this forum.
If I understand correctly the agreement refers to Apple Users who come across a security risk or breach and will report it to Apple.
All though this is a site not specifically supported in the same sense of most Apple entities, Apple still expects any one who comes to this site is expected to comply with its terms. If you scroll to the bottom of this page there is a terms of use clickable link to review.
