If you are asking about Activation Lock........you can't bypass the lock. The person that you bought it from will need to log on and unlock the phone.

Best to return the phone for a refund. The phone is likely stolen and the person that you bought it from will probably not be able to unlock the phone. If they could, they would have unlocked it before they scammed you.

Return the Item. It is a brick. Seems you have been scammed, though a full-assumption, on my part. This is the site the seller should have used prior to selling it to you, including the iCloud sign out: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. the seller should have known better.
