What unique quality of Notes app hinders sync?

I have followed all corrective procedures suggested by various experts here, with no satisfactory results. The oddity I find is this. All apps using iCloud (including Apple: Reminders, Pages, Safari, Photos, App Store, Wallet, and others…) and third party (including Notability, Textastic, mSecure, Credit Karma, and a vast number of others…) sync within moments. No intervention required. However, I cannot acquire a reasonable sync on Notes. It is fortunate that I have other note apps on which I may rely.

I recall that when I first started using Apple devices, Notes sync (at even the keypad level) was quick and painless. Nownit is shameful. The only way I may acquire sync is fully to stop and restart the app on each and every device.

I have ensured all devices are at the latest OS; I am signed on iCloud with the same account on all; Notes is assigned with its account as iCloud *and not* “on my iPad/iPhone”. I have many many times deleted and re-installed the app and rebooted the devices. I cannot acquire satisfactory sync!

Does anyone have suspicions?

I've noticed syncing errors / lags between my iPhone, iPad, and iMac.

Do you have data on your iPad or just Wi-Fi?

If I really care about something, I'll type it into my iPhone, which has data and Wi-Fi. My iPad is capable of having data, but I only use Wi-Fi on it.

I could be imagining it, but it seems like the things I type into my iPhone do the best job at syncing.

I have both data and Wi-Fi on both iPhone and iPad. I’ve tested with both on, both on, one on, the other on, and on, and on… (FWIW I’ve also tested with “Note starts with body” and “Note starts with title”, notes with just one line, notes with more than one line, and other stuff. I’ve tried all manner of stuff.) Neither iPhone nor iPad seems “best” (or, dominant, as it were). It’s just a matter, for me, of restarting the app. (Swipe lower right screen corner to get app screens to appear, swipe Notes app screen up and out.) Re-opening Notes with restarted app yields synced note. Inefficient. (Or, I might say, tedious.)

I see that restarting the app on all devices forces sync. Multiple lines in a note (not just just title) seems to help. These restrictions make Notes less than efficient. Many other note-taking apps (e.g, Notability, Google Keep, and most especially Simplenote) do not suffer this awkward sync limitation. Fast and efficient sync between my iPhone and my iPad is essential!
