Could you confirm for us if you are using a link from a Contact or are manually typing in the number to text? Make sure that both of these are confirmed as correct numbers. Also double-check that you can call the intended recipient at the number. This way we know the number is working.
Additionally, ensure that the individual hasn't enabled any kind of forwarding, such as what is shown at Set up call forwarding and call waiting on iPhone - Apple Support That can cause messages and numbers not to go to the intended recipient.
