Unable to delete files through Preview, "Move to Trash" is grayed out

All of a sudden today I opened up a bunch of jpegs in Preview and I can't delete them through Preview. If I press Cmd+Delete on the keyboard, nothing happens. If I right-click on an image in the Thumbnails bar, the right-click menu shows "Move to Trash" grayed out. I can switch back to Finder and delete the file there with no problems. This problem only happens on some random folders. It always seems to affect either all or none of the files in a given folder. I'm running fully-updated 13.3.1 on an M2 MacBook.

If I just move the folder into a different folder, then suddenly permissions are restored and I can delete files through Preview as usual. I literally just dragged the folder of images from Desktop to Downloads, and then back to Desktop. This reminds me of the file-can't-be-found and file-must-be-deleted-immediately problems that have been plaguing Ventura for the past several months.
