Perhaps you are having more than one Photos Library. If you are keeping your Photos Library on an external volume and Photos is losing the connection, Photos may create a new, empty library in the Pictures folder.
You can see the path to your current Photos Library in the Photos > Preferences (or Settings) in the "General" tab. Click the button in the "Library Location" section of the Preferences panel to reveal the Photos Library in the Finder.

Where are you seeing these two reports? Do you have photos stored outside the Photos library?
