Do you know if your payment method is approved for use? The list of accepted payment means can be found at Payment methods that you can use with your Apple ID - Apple Support
Double-check and just be sure it's marked on there. If it is and problems persist, then follow troubleshooting listed at If your payment method is declined in the App Store or iTunes Store - Apple Support. This will go through all of the basics to see why your payment may not be working properly.
