Foreign issue Mastercard is working for Apple Pay Suica. Make sure you do not add or recharge Apple Pay Suica during the 1 am ~ 4 am JST system maintenance period. If there is still a problem contact the card issuer in case they are blocking a foreign transaction.

The workaround to use non-Japanese VISA credit cards requires the installation of the Japanese Suica app and registration. There is a step-by-step instruction and translation in the video above.
