Fresh install as of Friday. My webcam does not work in Ventura. Non-Apple communication software (Zoom and Messenger) request permissions but applications do not show up in Secure and Permissions tag. FaceTime is not affected webcam works fine.

You've indicated that you're not seeing the applications in the area you're checking (Secure and Permissions). Make sure you're checking the correct area for those to be listed and enabled. Per Control access to the camera on Mac:
> System Settings, then click Privacy & Security 
in the sidebar. (You may need to scroll down.)2. Click Camera.
If you don’t see Camera, upgrade to macOS Mojave or later.
3. Turn access to the camera on or off for each app in the list.
The list shows apps you’ve installed that have asked to use the camera. If you turn off access for an app, you’re asked to turn it on again the next time that app tries to use the camera."
If still not appearing there, you may try accessing those apps while started into safe mode per How to use safe mode on your Mac and based on the results, follow the other recommended guidance in that article for if the issue does or does not occur while started in safe mode.
