- Apple is checking with your financial institution if the payment method is valid and receiving a negative response. Make sure the name and address are entered exactly as it appears on your financial institution bills and that the 3 digit CVV is correct. Check with your financial institution about the status of your card.
- Make sure your payment method is up to date or to try a different one ( If you need to change or update your Apple ID payment method - Apple Support ).
- Make sure this is one of the payment methods that you can use with your Apple ID ( Payment methods that you can use with your Apple ID - Apple Support ) A solution may be to use a method from the same country as the store you are using, but Apple no longer states either way if this is a requirement (it used to say, "Make sure that the billing address for your payment method matches the billing address for your Apple ID" but has now downsized this to "You might need to ask your financial institution to allow international purchases on your debit or credit card." in: If your payment method is declined in the App Store or iTunes Store - Apple Support .
・Unfortunately the list is somewhat general and does not list individual brands of cards (I guess there are too many and are constantly changing).
・Also read any footnotes in the document.
・Finally, note that the document only says which methods _are_ acceptable. Apparently certain types (usually a credit or debit card) _must_ also be present under certain situations such as when a subscription is involved.

what happened is Apple charged me on purchases from the iTunes store that I didn’t recognize in my bank account. I contacted my bank, requesting them to look into the purchases. My bank credited me back my money. When returned to iTunes Store weeks later to make another purchase, Apple kept declining my debit card. I called Apple, spoke to a clerk who informed me my debit card is no longer good to use on iTunes store to make purchases and that in order to purchase anything from iTunes Store, I have to buy an Apple gift card or use PayPal or some other payment device.
Was further in formed by the Apple representative that because I didn’t ask for the refund through Apple ( I asked for the refund through my bank first), my card cannot be used anymore. What a joke.
Okay. Realize that the people here are just other users like yourself, so we can only help with issues by making recommendations of things to try. You will need to contact Apple and work with them about this. Ask to be referred to a supervisor if necessary.
Using the procedure you did meant you were simply seen as not paying for items for which you owed money. The only time you should tell your bank to not pay for an Apple purchase is if there is no record of the purchase with Apple using your Apple ID and it truly is card fraud. What you did might result in the same kind of thing with any vendor. You should have contacted Apple first.
Apple did it end up charging NBC me again for the purchases. On the same card! Secondly, I did not ask my bank to ‘not pay’, I asked them to look into it and they found the erratic charges from Apple. BUT, Apple charged my same account weeks later and then cancelled my card.
