if you haven't already:

You may need to update your iPadAir to the newest available iPadOS

Eg: About iPadOS 16 Updates - Apple Support says: iPadOS 16.4.1

You might want tp try re-starting your iPad Air, if it is not working right:

Wondering if this is because you can't download the apps, or maybe because you have downloaded these apps but they don't open ready to play ...
