Keychain issues
My phone and iPad show the words “keychain not synching” under apps using iCloud
with iCloud yet Passwords and Keychain are shown as on. Any ideas how to fix this.

Ensure that all devices have been updated to the most recent version of iOS/iPadOS that they support.
Perhaps counterintuitive… but try setting the iCloud Keychain to OFF on one device (keeping a local copy of data if prompted) and then performing a forced restart:
iOS/iPadOS 16.x and later
Settings > [Your Name / AppleID] > iCloud > Passwords & Keychain > Sync This iPad/iPhone - set to OFF
iOS/iPadOS 15.x and earlier
Settings > [Your Name / AppleID > iCloud > Keychain > iCloud Keychain - set to OFF
Forced Restart
Force restart iPad - Apple Support
Force restart iPhone - Apple Support
After restart, re-enable iCloud Keychain on the device - then repeat for the other device.
