can’t receive messages
i continuously blocked this number and then unblocked them and now their messages won’t go through unless i text them first, but they aren’t blocked anymore. how do i fix this?

If you're not able to receive messages on your device except under specific conditions, the best place to start will be If you can't send or receive messages on your iPhone or iPad.
If the problem continues, it's a good idea to check all of your devices that you use this Apple ID on and ensure that none of them reflect a block against this number. If you have a contact for that person, have you tried removing and recreating it, or seeing if the messages come through with no contact in place for them?
If nothing changes the behavior, contact Apple Support directly to investigate that further.
