Good afternoon Iphone-user-gambia,

Welcome to the Apple Support Communities!

It sounds like you are getting a prompt about a prompt that SMS charges may apply if you activate iCloud.

This occurs when setting up iMessage. It will only charge you if your provider charges for SMS messages. It would be a one time charge to activate, but please check with your provider for the info the the costs. If you can’t turn on or sign in to iMessage or FaceTime - Apple Support

"If you're using an iPhone, you need SMS messaging to activate your phone number with iMessage and FaceTime. Depending on your carrier, you might be charged for this SMS."

You can turn off iCloud, or rather just not sign in to iMessage, but then every message you send will be over SMS, and those charges still apply.

Take care.
