I don't have the option to transfer from Savings to Cash in my wallet app. How do I fix that?
Is your Apple Cash account verified? If it’s not verified, it can’t be used for transfers. Apple Cash has a $10,000 a day transfer limit and $20,000 limit for any 7 day rolling period.

Here’s how to transfer funds to Apple Cash.
iPhone > Wallet > Apple Card > Savings Account > Withdraw button > enter amount using keypad > tap Next in upper right corner > tap account (see photo below) > tap Apple Cash at top of screen > double tap/press power/side button.
You just transferred funds to Apple Cash.

Apparently not. I did the verification, then restarted my iPhone, now it's working as it should. This should not have been this difficult.
I was following the directions at Transfer money from Savings to Apple Cash or your external bank account - Apple Support, and step 5 isn't showing the Apple Cash option.
Where are you looking? Are you looking in your Apple Card in your Apple Card, in your Apple Card, in your Wallet app?

No change. The only withdrawal options for my Apple Card Savings account are to external bank accounts. I see no option to transfer to Apple Cash as described in step 5.
I would assume so since I've used it numerous times without issue. Wouldn't I be prompted to verify it if it wasn't?
