My iPhone is locked to owner is there a way to bypass this without iCloud passwords

No.

Only the owner of the account used to lock it can remove the activation lock. There is no way to bypass it.

No.

Only the owner of the account used to lock it can remove the activation lock. There is no way to bypass it.

No there is no way to bypass the Apple ID and Password. If there was such a way anyone could open everyone else's iPhone.
